Minutes of Planning Committee Meeting held in the Methodist Hall

Confirm minutes of last meeting and decisions of NDDC Planning Cttee
The minutes of the Planning Cttee meeting held 15th June on were approved and signed by the Chairman.
Decisions of NDDC Planning Committee
No. 0441 Nos 22 & 20 Grosvenor Road. Erect two storey side extensions. Granted.

Various matters were raised and noted with regard to Planning Application No. 0578
Planning Applications
No. 0578 Dike & Son. Demolish outbuildings etc., and erect foodmarket. Alter existing building to provide shops and dwellings.
It was proposed by P Ashcroft and seconded by J Oliver that there be no objections to this application subject to the following comments
1. Security of the Car Park. Will the car park be closed off when the shop is closed, to prevent use of the car park for skate boarding or other such activities? How will it be fenced particularly where it adjoins residential property in Pound Close to ensure that these properties do not suffer from litter or possible intruders via the car park? Will consideration be given to ensuring that surrounding properties do not suffer from light pollution as a result of the floodlit car park?
2. Delivery times. The Town Council would like there to be a ban on deliveries to the site during the hours of 10 p.m. and 5 a.m. They would also wish to see a yellow line parking restriction across the front of the new properties on Ring Street to ensure this area is kept clear for through traffic (as previously mentioned in letter of 18th March 2003)
3. Pedestrian Access. As Goods Lorries, Cars and Pedestrians will all be using the same entrance Councillors feel that a barrier between the road and the footway would be beneficial to ensure the safety of pedestrians. With regard to this access Councillors expressed concern at the original gradient of 1:12 (letter 7th April 2003) but are now even more concerned to note that the proposed gradient is now 1:10
4. With regard to the new dwellings planned for the area of the existing shop, the entrance to their parking area at the rear has been made narrower, has this left sufficient room for a visibility splay for cars leaving this car park area? Also, it should be noted that the bedroom window of the end property (nearest the aforementioned car park entrance) will look almost directly into the bedroom window of South Cottage. It is felt that this window should at least be glazed with obscure glass to ensure some degree of privacy for South Cottage.
5. With regard to the actual Supermarket Building, concern has been expressed with regard to its finished height and the colour and texture of the proposed cladding. It is felt that as this building will obviously have a visual impact on the surrounding area, in particular the adjacent properties in Barrow Hill, more consideration should be given to this visual aspect, especially bearing in mind the fact that the building will be in a Conservation Area.
In view of the above comments the Town Council would request that a site visit by the Planning Committee should take place
