Confirm minutes of last meeting and decisions of NDDC Planning Committee

The minutes of the Planning Committee held on 14th June 2006 were approved and signed by the Chairman. Proposed D. Grimes, 2nd J. Cox

Decisions of NDDC Planning Committee

No. 0493 1 Park Grove. Erect two storey rear extension. Refused.

OPEN FORUM Planning Matters Only
Residents were concerned about the proposed flour silo on the Fudges Factory site which would be twice the height of the building, and the proximity of the silo to residential properties, noise when the silo was being filled; how often and when. Also the possibility of air pollution and the effect on asthmatics living nearby was raised. Some New Road residents had not received information from the District Council. Residents were urged to write to the District Council.

Posts and road markings have appeared outside Cranleigh for installation of a Speed Indicator Device. Council will try and find out more about this.

Planning Applications

No. 0666 Land Adjoining Cranleigh, Church Hill. Erect Dwelling.
It was proposed by John Cowley and seconded by Jenny Cox that there be the following objections:
Previous objections still apply Town Council wishes to see a single storey dwelling. Point out that part of the site comprising an important copse of trees should be retained in its entirety. Concerns about the adequacy of the visibility splay. All agreed.

No. 0703 Cranleigh, Church Hill. Erect Garage and Conservatory. It was proposed by John Cowley and seconded by Jenny Cox that there be no objections. All agreed.

No. 0674 and 0676 Cheriton, Ring Street. Build bedroom on flat roof.
Letter of objection from Mavis Feeny.
It was proposed by J. O’Hare and seconded by P. Ashcroft that there be the following objections: By reason of its bulk and close proximity to neighbouring property, the proposed extension would be detrimental to the outlook, privacy, daylight and sunlight currently enjoyed by the neighbouring property, contrary to implementation Policy D and Environment Policy H of the Bournemouth, Dorset and Poole Structure Plan and Policies 1.7, 1.8 and 2.11 of the North Dorset District Wide Local Plan (first revision.) All agreed.

No. 0688 Dorset Village Bakery Erect flour silo
Letters received from Mr. and Mrs. Peter Gibbs, Derek Boyt, Rachel Eaton
It was proposed by J. Cox and seconded by P. Ashcroft that this application be refused and a site visit requested. (3 in favour, 2 objections, 2 abstentions) for the following reasons: height of silo, noise from deliveries and motors running at unsociable hours, risk of pollution in air, proximity to residential properties.
If approval considered, request that a site visit is held and neighbouring properties advised of the date and information re operation times and delivery requirements required.
Size of silo: can diameter be increased to reduce height? Suitable colour to blend in with environment and screening.

No. 0705 Laburnum House. Re-site double garage (revised plan)
Appears to be retrospective, original permission granted in 1997. No objections from neighbours.
It was proposed by John Cowley and seconded by Jenny Cox that there be no objections, with the condition that the building is only used as a garage/workshop and not a residential annexe. All agreed.

No. 0701 Sturt Farm. Internal and external alterations.
It was proposed by J. Cowley and seconded by J. Cox that there be no objections. All agreed. Comments in support: we believe the proposals are excellent and imaginative, to which we give our wholehearted support.

No. 0685 Blackmoor House, Barrow Hill (Chinese Takeaway)
Alteration to opening hours to include Monday evenings. (Note: no objections from Mr. Hedditch in South Cottage)
Extension to be asked for for next meeting.

South Somerset. 01131 Henstridge Airfield: Installation of reinforcing mesh.
No objections.

South Somerset 1034 Land at Henstridge Airfield: Continued siting of aircraft shelter
Reason for objection: Is it not in question whether planning permission was ever given for this structure?
Is it not in question whether the siting is in total conflict with the master plan and the local plan for the airfield?
Any development which could engender more road traffic to or from the airfield is anathema to Stalbridge Town Council.

Other Business

P. Ashcroft raised question about extra building at Bagber Cross. Enforcement Officer to be contacted.
