Minutes of Planning Committee Meeting held in the Town Council Office
On Wednesday 10th September 2008 commencing 7-30 p.m.

Present Councillors B Alexandre,P Ashcroft, W Batty-Smith, J Cowley, J Cox,
K Garland, D Grimes, R Penfold, J Wardell and
G Carr-Jones, Chairman, D J Hine (Clerk)

Declarations of Interest W Batty-Smith, G Carr-Jones and W Batty-Smith all have properties that may be affected by Agenda Item 5.

Confirm minutes of last meeting and decisions of NDDC Planning Cttee

The minutes of the Planning Cttee meeting held on 13th August were approved and signed by the Chairman.

With regard to the request for a meeting with T Warwick regarding the Regional Spatial Strategy, it was confirmed that, in spite of the fact that Stalbridge had been mentioned in a press report regarding this, Towns and Parishes are not consultees on this matter. However, it was confirmed that Stalbridge would retain it’s present development boundary. J Cowley proposed that a letter be sent to the Government for the South West with regard to the use of “in” or “at” in respect of any proposed development, J Cox seconded the proposal. A vote was taken and the motion lost on a vote of 3 in favour and 6 against. It was pointed out to J Cowley that he was perfectly entitled to write on the matter personally.

Decisions of NDDC Planning Committee

No. 0678 Hawthorn Cottage, Stalbridge Weston, extensions. Granted

Letter from NDDC re. Hallets Farm, Kings Mill Road with details of refusal of No. 1291 request for residential use and 0674 erect a further building together with details of the enforcement notices issued.

Planning Applications

No. 0803 Cadeby Cottage, Wood Lane. Install window. It was proposed by K Garland and seconded by J Co that there be no objections as no properties would be overlooked. All agreed.

SCC No. 03335 Copse Quarry, Landshire Lane. Deposit inert excavated material and restore. It was proposed by J Cowley and seconded by J Cox that a definition of “inert” is required before being able to comment. All agreed.
Notification of application to fell Leylandii trees to the rear of 3 Westminster Buildings. There were no objections to this.

Discuss NDDC proposal for Article 4(2) Direction in Stalbridge Conservation Area.

The purpose of this proposal is to endeavour to ensure that properties that are not listed but form an important part of the Conservation Area do not have those areas which are on view such as front elevations including doors, windows etc., changed. If adopted it would mean that such properties would need planning permission to change these aspects in future. After discussion, it was unanimously agreed that there were no objections to this proposal going out for public consultation.

P Ashcroft proposed that alternative telephone line suppliers be investigated.

Other business

Quote received from Westree for concrete posts in lieu of metal posts for new JFPA fence at £35 per metre as opposed to £32 per metre. Agreed, but it was also agreed that no gates would be put in and just one gap left at the Jarvis Way end of the fence.
G Carr-Jones asked that a proposal for a change of start time for meetings during the winter months be placed on the next Agenda and asked Councillors to consider this before the meeting.

W Batty-Smith advised that the hole in the road at Church Hill is getting bigger each day and is a dangerous hazard. Letter to be written to Mr A Ackerman of DCC.

He also advised that Dike & Son, R Else Butchers and M Else Seafood had all got awards at the Dorset County Show. It was agreed to send them all a letter of congratulation.

J Cowley reported that the stone stile in Pond Close has been removed. Clerk to write to Development Control regarding this.

Letter received from NDDC asking if the TC would be interested in paying for additional litter/dog bins. Cost to be ascertained.

The Clerk advised that the Toilets are basically finished but a meeting will be arranged to hand them over and to explain about the time locks. J Wardell and R Penfold to be advised of date and time.

There being no further business the meeting closed at 8-45 p.m.
